For hardware diagnostics and new system burn-in, I find CheckIt Pro to be the best tool available. For software/operating system issues, a BartPE based and customized version of "The Ultimate Boot CD for Windows" (compiled by Benjamin Burrows at http://www.ubcd4win.com/) is probably the most useful tool I have seen for front-line work. When combined with another excellent toolkit (the Admin Pack from http://www.internals.com isn't cheap, but boy are they some excellent utilities. Mark Russinovich and Bryce Cogswell do superior work), it's an unbeatable combination.
